IMpb Compliance Information


The United States Postal Service changed prices for both Mailing Services and Shipping Services on Sunday, January 26, 2014. The Postal Service also introduced the new IMpb barcode requirement that requires customers to affix tracking barcodes to all commercial parcels. Neopost USA is working closely with the Postal Service to ensure that the transition to the new requirement is as smooth as possible.


Q: What do I need to know about the IMpb barcode requirement that went into effect on January 26, 2014?
A: The Postal Service now requires that our postage meter customers affix a next-generationIntelligent Mail package barcode (IMpb) or an approved alternate label to commercial parcels beginning January 26, 2014.  

Q: Have postage meter manufacturers and their customers been granted an extension to implementing a full compliant IMpb solution?
A: Yes. The USPS has granted postage meter manufacturers a one-year extension (through January 2015) to roll out and support postage meter customers with solutions that fully comply with all of the IMpb requirements.

Q: What does implementing a fully-compliant IMpb solution mean?
A: Beginning in January 2015, a customer will need to (1) create and affix an IMpb shipping label to all parcels; and (b) upload delivery address information for the parcel to the USPS.  

Q: Do I need to affix a USPS Tracking Services barcode to all of my commercial parcels after January 26, 2014? 
A: Yes.  Please read the following section carefully to ensure that your commercial parcels conform to the new labeling requirements and are not subject to return or delivery delays because of non-compliance.

Q: What is a commercial parcel? 
A: Commercial parcels that require an IMpb-compliant barcode when using a postage meter include parcels, packages, and Priority Mail Express or Priority Mail pieces of any shape, size, or price category, including flat-rate boxes and envelopes.

Q: Aside from affixing labels to commercial parcels, what is the impact of the IMpb labeling requirement to my current mailing practices in 2014? 
A: So long as mailers affix a qualifying label to their commercial parcels in 2014, there are no changes to existing pricing structures for our mailing machine customers.  The Postal Service has extended the deadline by which mailers who use postage meters will be financially impacted by the new requirements until January 25, 2015. 

  • Customers whose equipment currently defaults to Commercial Base Pricing for Priority Mail and Priority Mail Express will continue to do so in 2014.
  • Customers who subscribe to our eServices service (SP30) to process electronic-rate USPS Tracking Services and electronic-rate Signature Confirmation can continue to do so in 2014.
  • Customers who subscribe to our Electronic Return Receipt service (SP35) to process discounted Return Receipt transactions electronically can continue to do so.

After the one-year transitional period, meter mailers must use a product solution that meets the full Postal Service IMpb requirements in order to continue to receive Commercial Base Pricing postage discounts, qualify for automatic insurance for Priority Mail, and avoid per-piece price adjustments for non-compliant pieces.  Neopost USA will inform its customers of their options for conforming to the new Postal Service requirements later in 2014.
